Polish Presidency Conference
The conference was held in Warsaw as a part of official programme of the Polish Presidency in the European Union Council and under the TACTICS project (Transnational Alliance for Clusters towards Improved Cooperation Support) co-funded from the Competitiveness and Innovation Framework Programme.
Event objectives:
The major objective of this cluster conference was to provide an active debate on how to improve future cluster policies in Europe. While this event was intended as stock-taking exercise to review ongoing European projects and initiatives with relation to clusters, it also presented new projects and policy cooperation opportunities.

In contrast to developing positive economic relations, an analysis published by the Nikkei Shimbun on August 6, 2010, stated a stalwart exists in political relations between Japan and Russia. Japan’s political groups are keenly aware of the problem. A part of the political class looks with great interest at Russian-European relation and in particular Russian-German relations within the context of European integration.
In this symposium politicians and academics introduced various aspects of German/European-Russian relations to a wider Japanese audience. In addition to German, Japanese and Russian speakers, a few invited speakers from eastern European countries rounded off the event.

EU-Japan Clusters Policies towards SMEs’ Innovation (Seminar)
As a follow up to the 2008 event on “EU-Japan cooperation - Clusters and R&D internationalisation” and aiming to inform Japanese and EU companies of the clusters network in the EU, the EU-Japan national and regional cluster policies and some case studies of EU-Japan cluster cooperation, the 2011 seminar was intended to help EU & Japan officials and clusters managers find SMEs and clusters cooperation barriers, identify opportunities, forecast trends and if possible make "fact based" decisions.
The seminar brought together European Commission and Japanese Government representatives involved in SME and Cluster cross-border cooperation to work together to identify the barriers to greater SME and cluster cooperation, in order to seek opportunities for cooperation, forecast trends and if possible make "fact-based" decisions.

Relations with Russia : Access to Energy and Raw Materials (seminar)
Historically, Russia has developed its networks of oil and natural gas pipelines westbound and towards Europe. Recently, however, Russian “eastbound” oil pipelines (towards the Pacific) came into operation and so is the construction of Russian natural gas pipelines towards the Pacific underway. Today, Russia aims at expanding and strengthening its infrastructure for transporting energy resources across the Eurasian continent from the east to the west. Furthermore, in November 2009, the Russian government adopted its long-term energy strategy for the period up to 2030, setting forth its action plans in order to develop its energy industry further.
In this seminar, Ms. Kristiina Ojuland, a Member of the European Parliament, presented her views on the relations with Russia with regard to energy strategy. The seminar was also joined by Mr. Masumi Motomura from Japan Oil, Gas and Metals National Corporation (JOGMEC) to outline the recent developments on the Russian energy industry and initiatives in Japan.

Investment & Business Opportunities for Bio-industry in Innovative French Regions (seminar)
The EU-Japan Centre for Industrial Cooperation organised an investment seminar with presentations about two dynamic French regions, Languedoc-Roussillon and Champagne-Ardenne.
Bio-industry, biomass and bio-food sectors are major industries in these two regions. Their strategic geographical location, optimum infrastructures, highly qualified workforce and very modern technology-based industries are strong assets for attracting foreign investors and partners.
The two Directors of each regional economic and investment promotion agency presented the incentives and supporting local network offered to facilitate foreign investment and partnerships.
Mr. Naoki Enatsu, from Mitsui & Co, an investor in Champagne-Ardenne, came to share its experience with the audience, talked about its success story and provided advice to potential investors.

"Priorities for the Renewed Economic, Industrial and Trade Policies of the EU and Japan" ()
The EU and Japan have recently re-defined their main economic growth policies’ strategic objectives for the next ten years.
In the EU, the European Commission presented “Europe 2020” strategy in March 2010, aiming to promote a “smart, sustainable and inclusive growth”. In Japan, “New Growth Strategy 2020” presented last year sets out Japan’s new policy orientations.
In this seminar, Mr. Heinz Zourek, Director-General for DG Enterprise & Industry of the European Commission, and Mr. Hideichi Okada, Vice-Minister for International Affairs of METI, presented the challenges and priorities for the industrial and trade strategies of the EU and Japan today. The seminar was also joined by representatives from European and Japanese industry to discuss their views on the issue.

Japan-Europe: Preparing the Third Decade of Intensified Cooperation - Converging Through Values (The 13th EU-Japan Conference) (Conference)
The partnership between the EU and Japan is entering a new phase. After the important start taken in 1991 by both partners to intensify cooperation and in 2001 through the Action Plan for an even more vigorous cooperation, the challenge both regions face in the third decade of cooperation is intense. An important step towards forging a new stage in the important diplomatic ties between Japan and the EU was taken at the 19th Japan-EU summit (April 28, 2010) where it was reaffirmed that “Japan and the EU are united by a shared commitment to fundamental values and principles, in particular, democracy, the rule of law and human rights.” This conference addressed those important issues which have been defined to become driving forces of the Japan-EU partnership and provide a forum for policy makers and academics alike to develop new avenues for cooperation.

Overview:
The Federation of Enterprises in Belgium (FEB) and the European Commission, in the framework of the Belgian Presidency of the European Union held a seminar on the EU Market Access Strategy on November 18, 2010, in cooperation with BusinessEurope. The venue for the event was the premises of the FEB in Brussels.
High-level representatives from the European business community, European business federations, advocacy groups, Member States ministries, the EU and other multilateral institutions attended the seminar and participated in the panels. Speakers included EU Trade Commissioner Karel De Gucht and Belgian Deputy Prime-Minister and Minister of Foreign Affairs Steven Vanackere.
The seminar tackled market access issues European companies are experiencing outside the EU.
Three main topics were highlighted: Government Procurement (with focus on China and Japan), Intellectual Property Rights (with focus on China and Brazil) and Export Restrictions on Raw Material (with focus on China and Russia). This event offered a unique opportunity to get insight on the European institutions’ actions to answer business concerns and to discuss it with decision takers.

J-BILAT 5th seminar ()
EU-Japan collaboration in ICT and aeronautics
The event was attended by participants with various backgrounds and interests. In addition to local participants from the Sendai city or association of industries in Miyagi, the seminar attracted participants from the Academic and public reseach sectors travelling from Tokyo, Kobe and Ishikawa as well as representatives of companies and multipliers both from the Tohoku region (e.g. the region located in the North Of Japan’s main Honshu island (http://www.discover-japan.info/gettingthere_maps_tohoku.htm) and from outside.
The seminar opened with 2 parallel sessions, one on ICT and another on aeronautics, where both sessions presented practical case studies of existing (in the case of ICT) and potential research cooperation projects.

Lithuania - A Major Investment and Cooperation Opportunity ()
Mr. Audronius Azubalis, Foreign Minister of the Republic of Lithuania, and a delegation of Lithuanian businesspeople visited the EU-Japan Centre for Industrial Cooperation on Friday, 5 November 2010. On this occasion, the EU-Japan Centre for Industrial Cooperation, in cooperation with the Lithuanian Embassy in Tokyo and Enterprise Lithuania, organised a business seminar on: “Lithuania – A Major Investment and Cooperation Opportunity”. The delegation of Lithuanian businesspeople consisted of representatives of leading Lithuanian laser technology companies, laser medicine institutions, the Center for Physical Science and Technology and leaders of laser medicine in the Northeastern Europe Vilnius University Oncology Institute and GK Clinics.

Visit of the European Parliament delegation for relations with Japan on 1st November 2010 ()
On Monday 1st November 2010, the European Parliament delegation for relations with Japan came to the EU-Japan Centre for Industrial Cooperation to attend a one-hour lunch presentation. This delegation was visiting Japan for one week and was composed of 4 Members of Parliament, Mr. Hans VAN BAALEN, Chairman (Netherlands), Ms. Teresa JIMÉNEZ-BECERRIL BARRIO, (Spain), Mr. Jarosław Leszek WAŁĘSA, (Poland), Ms. Christel SCHALDEMOSE (Denmark), of Ms. Alida NADEJDE, Administrator, from the EP Secretariat, and of four assistants.
Mr. Fabrizio Mura made a welcome speech, presented the various activities of the Centre and Ms. Benedicte Legrand-Jung introduced the Japanese industrial policy (METI’s “Industrial Structure Vision” and Japan’s “New Growth Strategy”) to the delegation.
A discussion followed, with many questions on Japan’s R&D policy, on Japan’s patent system and on Japan’s strategy in South-East Asia regarding trade and investments. Another area of interest focused on the various possibilities to open up the Japanese market to European industries. The Centre’s internship programmes raised the MEP’s curiosity and they were given more details on the Vulcanus Programme. They also wanted to understand how the European Parliament could possibly help improve relations between the EU and Japan.

Re-thinking CSR: Perspectives and Experiences of Europe and Japan (Symposium)
Today, Corporate Social Responsibility (CSR) has globally gained a recognition as a form of business governance and more and more companies are using it on a voluntary commitment.
In a context where several business scandals have shaken public trust in business and the economic crisis has introduced more insecurity, private companies are trying to display a more ethical and sustainable behaviour in economic, social and environmental areas.
The objective of this symposium was to provide a platform to share and learn about European and Japanese perspectives, experiences, know-how and opinions towards key issues surrounding CSR today and identify possibility of EU-Japan cooperation in this area. High level speakers updated the audience on the latest CSR issues in Europe and in Japan, such as: Transparency of Environmental, Social and Governance (ESG) information / CSR practices; International instruments and standards for CSR; Business and Human Rights.

EURASIAPAC Cooperation Forum ()
Held only some weeks after the launch of an important FP7 call for proposals related to the ICT theme (Call 7), this workshop will be a key occasion to thoroughly discussing opportunities of strategic cooperation. The event outputs will also help the project in developing a European-Asian-Pacific roadmap with concrete recommendations to the European Commission for actions on ICT research cooperation between Europe and the Asian-Pacific target countries.
The cooperation forum will start with an opening address from the International Relations Units of DG Information Society and Media and of DG for Research, followed by an overview of S&T Cooperation activities in Asia-Pacific given by the S&T counsellors from the missions of Asia-Pacific countries in Brussels.

Towards the Improvement of the Green Car Environment : Latest Policy Developments and Possibility for Cooperation between EU and Japan ()
The European Commission has been pushing for the development of green cars in the transport sector, one of Europe’s key industries and a major emitter of CO2 (28% of the EU total CO2 emissions). After the the adoption of the “Green Car Initiative” (part of the European Economic Recovery Plan in November 2008), the European Commission issued the “European Strategy on clean and energy efficient vehicles” in April 2010. The strategy aimed to provide an appropriate and technology neutral policy framework for clean and energy efficient vehicles by following two key elements simultaneously : promotion of clean & energy efficient vehicles based on conventional internal combustion engines and facilitation of the development of breakthrough technologies in ultra-low-carbon vehicles .
In this seminar, Mr. Philippe Jean, Head of the Automotive Unit in the European Commission’s Directorate-General for Enterprise & Industry, and Mr Shigeaki Tanaka, Director for Automotive Division of the Ministry of Economy, Trade and Industry, outlined the EU and Japanese policies for building proper national and global environments for the development of green cars.

J-BILAT 4th seminar ()
EU-Japan collaboration in health, biotechnology, social sciences and humanities
The event was supported by one of the project partners, EU Institute Japan Kansai (EUIJ-Kansai) and was successfully attended by 29 participants. In addition to the participants from academic fields, we had a representative of Northern Advancement Center for S&T (Sapporo Bio-cluster), several representatives of the companies based in Kansai area and two representatives of the British Consulate-General in Osaka. This time we suffered from the lack of registration especially in the Social Sciences and Humanities. However, this seemed not to be due to the lack of interests but the vastness of the fields implied. The seminar was started with a plenary session on the activities of two organizations, EU Institute in Japan, Kansai and Japan Agency for Marine-Earth Science and Technology (JAMSTEC), as well as an overview and practical remarks on IPR, especially in the field of health and biotechnology. Then, we had two topical sessions in parallel, one on health and biotechnology and another on social sciences and humanities. All the cases presented were highly informative, based on the real experiences and researches of the speakers.
Throughout the seminar, networking opportunity for the exchange of information among the participants was appreciated and the contents of the seminar were positively received. The success of the seminar as an outreach event was limited due to sparse attendance, but the contents will be further disseminated through the project’s website and reused in forthcoming activities.

Future Prospects for the EU-Japan Economic Relations (Seminar)
On Friday 1 October 2010, the EU-Japan Centre for Industrial Cooperation organized a business panel discussion on “Future Prospects for the EU-Japan Economic Relations" with former European Commission Vice-President Verheugen, Mr. Yonekura, co-chairman of the EU-Japan Business Roundtable, and Mr. Philippe Avril, General Manager of the BNP Paribas Securities.
The debate underlined the huge untapped potential in EU-Japan trade and investment relations, the Japanese business interest in having tariffs removed in Europe and the EU business interest for Non Tariff Measures (NTMs) to be addressed in Japan. The three speakers recognized that the latter was an extremely difficult and lengthy task because of the vested interests and sometimes legitimate policy purposes behind NTMs? Their removal would require the leadership of the highest political level.

International Climate Change Negotiations: EU and Japanese Positions in the Run-up to COP 16 (Seminar)
On Thursday 30 September 2010, the EU-Japan Centre for Industrial Cooperation, with the support of the Delegation of the European Union to Japan and Nikkei Business Publications Eco Management Forum, organised in Tokyo a seminar on “International Climate Change Negotiations: EU and Japanese Positions in the Run-up to COP16". In this event, Mr. Jurgen Lefevere, Policy Coordinator, International Climate Change Negotiations, Directorate-General for Climate Action at the European Commission, presented the EU position in the run-up to COP16 and, on the Japanese side, Ambassador Mutsuyoshi Nishimura, Special Advisor to the Cabinet in charge of Climate Change, detailed his views what is at stake in this international negotiation, whilst Mr. Keisuke Murakami, Director, Global Environment Affairs Office, Industrial Science & Technology Policy Bureau, Ministry of Economy, Trade & Industry (METI), presented the audience the Japanese contribution to the international climate change negotiations through technology.
The United Nations Climate Change Conference held in Copenhagen in December 2009 (COP15) failed to conclude a legally binding agreement to succeed the Kyoto Protocol, adopted in 1997. The parties only agreed to “take note” of what became the Copenhagen Accord, an agreement that contains a number of positive elements but fell short of the high expectations. In December 2010, COP16 will take place in Cancun, Mexico. The negotiating parties have tried all over this year to bridge the gaps left open by the Copenhagen talks.

On 15 September 2010, J-BILAT (coordinated by the EU-Japan Centre for Industrial Cooperation) organized the third dissemination seminar entitled “EU-Japan collaboration in environmental technologies and sustainable management of resources” (see attached final programme) at the EU-Japan Centre for Industrial Cooperation, Tokyo Head Office.
The event was organized with the support of the Delegation of the European Union to Japan and was successfully attended by 44 participants. Among the participants we had researchers from research institutes active in research and development in the relevant fields such as AIST, JAMSTEC and JAXA, more than 10 R&D or marketing managers from private companies, and multipliers from various European embassies in Japan.
Speakers and participants shared the experiences and opinion both in research and development in technical fields and studies on policies. The seminar was complimented by practical information on the funding opportunity in Japan as well as funding philosophy of the EC and financial reporting. The aim of disseminating the information on FP7 with the topics chosen has been achieved and further requests/questions from the participants and others have been coped with by the helpdesk service.

Transport and Mobility – Challenges for the Future (Symposium)
On the occasion of "150 Jahre Freundschaft Japan-Deutschland", the Japan Society for the Promotion of Science (JSPS) and the German JSPS Alumni Association will hold a symposium in cooperation with the National Institute of Informatics (NII) on September 13-14, 2010 at the National Olympics Memorial Youth Center (Tokyo – Yoyogi, Japan).
The topic of this symposium is “Transport and Mobility – Challenges for the Future”. While mobility is a precondition to the development and growth, a “transportation explosion” in many countries is threatening to undermine worldwide efforts to achieve sustainable development. The consequences include high accident rates, mounting environmental pressure through noise and exhausts as well as climate change and last but not least the accelerated depletion of our fossil energy resources. Sustainable social development must be comprehensive in terms of discussions aimed at achieving mobility and information systems to support key issues especially related to transport infrastructure, security, and knowledge sharing between Germany and Japan.

| Nearly 20 years have passed since the “UN Conference on Environment and Development: UNCED (so called “Earth Summit” or “Rio Summit”)” took place in Rio de Janeiro in 1992. The Rio Summit resulted in the “Rio Declaration on Environment and Development”, “Agenda 21”, “Forest Principles” and also marked the beginning of the “Convention on Biological Diversity” and the “Framework Convention on Climate Change”. 14th Vulcanus in Japan Programme Welcome Reception ()
29 European students in engineering, science and architecture, arrived on 1 September 2010 in Japan to participate to the Vulcanus programme, a one-year programme offering Japanese language training and internships in industrial R&D laboratories, manufacturing companies and architectural offices. The objective of the programme is to create a pool of young EU engineers and scientists able to work in a Japanese environment. It was established in 1997 by DG Enterprise and METI on the basis of a recommendation of the EU-Japan Business Round Table and is managed by the EU-Japan Centre.
On 3rd September 2010, a Welcome Reception was organized at the Centre, with speeches by Mr. Rudie Filon, Head of Press, Public and Cultural Affairs Section at the Delegation of the European Union to Japan and by Mr. Hidehiro Muramatsu, Director of the European Division at METI, marked the official start of the Programme.

Vulcanus in Japan Final Reporting Session and Farewell Reception ()
The final reporting session of the "Vulcanus in Japan 2009-2010" was held at the EU-Japan Centre in Tokyo on 26 August 2010 with 45 Vulcanus students and 24 guests from 12 host companies. The European students participating in the programme reported in Japanese about their achievements during their year in Japan.
After the reporting session, a farewell reception was held at the Delegation of the EU to Japan, with speeches by Mr. Stefan HUBER, Chargé d'affaires a.i. of the Delegation of the European Union to Japan, and by Mr. Hidehiro MURAMATSU, Director of the European Division at METI.

Making Green Cars a Reality: Policies and Initiatives in the EU and Japan (Seminar)

In the aftermath of the economic crisis and faced by environmental imperatives, promotion of “technology for green cars” has become an important industrial policy agendum today.
In the EU, “Green Car Initiative” was announced by President Barroso in November 2008 as part of the Eurpean Economic Recovery Plan. This 5-billion euro package of measures aimed to provide financial support to research for the green technologies in a variety of areas such as greener combustion engines for trucks, bio-methane, and electric and hybrid vehicles and infrastructure. These funds dedicated to research priorities were supplemented by demand-side measures, involving regulatory action by Member States and the EU, such as the reduction of car registration taxes on low CO2 cars to stimulate car purchase by citizens. |

| Public procurement is an important sector of the EU economy, accounting nearly 16% of its GDP. The EU has made efforts to improve efficiency in public procurement markets, to remove costs for both administration and businesses and to make procurement opportunities more transparent for industry. In 2004 a legislative package was adopted to simply and modernise the EU public procurement Directives, for example, by facilitating “electronic procurement”. China is the single most important challenge for both the EU and Japanese trade policies today. For the EU, China is now the 2nd trading partner behind the USA and the biggest source of imports. For China, the EU is the biggest trading partner.
In 2006 the European Commission adopted a major policy strategy (Partnership and Competition) on China that pledged the EU to accepting tough Chinese competition while pushing China to trade fairly. In 2008 the EU and China launched a new strategic mechanism for driving trade and economic policy, the High Level Economic and Trade Dialogue, to deal with issues of strategic importance to EU-China trade and economic relations. This dialogue provides a tool to address issues of mutual concern in the areas of investment, market access and intellectual property rights protection, as well as other issues related to trade. |

| The automotive industry is a key sector in Europe and in Japan: The EU is the largest automotive production region (34%) in the world and the industry accounts for 7.5 % of all EU manufacturing. Direct employment by the automotive industry stands at about 2 million employees, while the total employment effect (direct and indirect) is estimated to be about 10 million. Japan positions itself as the second automotive producer in the world and the industry is currently the biggest employer in the country (accounting for 4.9 million direct and indirect jobs). |

Commissioner Hübner is in charge of regional policy at the European Commission. Regional policy is a key EU policy which aims at fostering EU cohesion and securing development for all EU regions. For the period 2007 – 2013, the budget for regional policy accounts for 348 billion EUR (over 35% of the total EU budget). A significant emphasis is given to research and innovation, which are becoming increasingly important to ensure sustainable economic growth of regions.

Global Economic Activities and EU Merger Regulation: Legal and Economic Analyses

The seminar examined how the EU merger review is conducted, how the “relevant market” is determined and what measures are likely to be taken in the event a transaction raises serious doubts as to its compatibility with EC competition law, with regard to those transactions on a global scale. It attempted to clarify, in particular, so-called “extraterritorial application”, the notion and treatment of a corporate group, and the timeframe within which the merger review process is conducted. The seminar topic also included such questions as standard of proof, one-stop shop control and issues of the EC filing in reality, especially in relation to the filings by Member States as well as its relation to trends in recent merger notifications in the world. |

Transfer of Small & Medium Enterprises in the EU and Japan (Seminar)
“Lack of successor” was the reason for 70,000 Japanese enterprises to close down, out of 290,000 business failures in Japan during 2006. The percentage of businesses transferred to family members is constantly decreasing, shifting from over 90% in 1986 to 60% in 2006 (White Paper on Small and Medium Enterprises in Japan, 2006). As over 99% of enterprises in Japan are SMEs, supporting successful business transfers of SMEs is an important policy priority to prevent businesses with competitive technologies and know-how from disappearing. In this context, a new legislation to support SMEs business transfers was introduced in Japan in October 2008.
Similarly in Europe, about one third of business failures are said to occur in the context of a business transfer. Given that, in the next decade, up to 690,000 businesses (providing 2.8 million jobs) will have to be transferred each year, the European Commission is encouraging Member States to improve the conditions for business transfers, through such measures as administrative simplification, effective tax reductions and easier access to financial support for the takeover of a business.
In this seminar, speakers from the European Commission and Japan’s Organization for Small & Medium Enterprises and Regional Innovation introduced the EU and Japanese policies for supporting the successful transfer of Small & Medium Enterprises. The seminar was also joined by a speaker from the French Ministry of Economy, Industry and Employment to introduce the case of one EU Member States (France).

EU-Japan Regional Cluster Forum (Seminar)
Building cooperation between European and Japanese research & innovation regional clusters
Globalisation of research and innovation and global competition are putting a new emphasis on the role of regional clusters and further their development. Clusters increasingly see the need to link with other clusters on the international level building on complementarities in order to improve their global reach. In Europe, regional clusters seen as key drivers for competitiveness, innovation and regional development are being promoted through both national-level measures and EU-level support instruments, notably the 7th EU Research Framework Programme, the Cohesion Policy Funds and the Competitiveness and Innovation Programme. In Japan, the Ministry of Education, Culture, Sport, Science and Technology (MEXT) and the Ministry of Economy, Trade and Industry (METI) have been promoting the “Knowledge Cluster Initiative”, “City Area Program” and “Industrial Cluster Project for the reinforcement of the international competitiveness and development of regions. The objective of the EU-Japan Regional Cluster Forum was to stimulate and facilitate global outreach of European and Japanese clusters through a) increasing mutual awareness on cluster policies, development methods and management practices, and b) fostering cooperation between research and innovation regional clusters in Europe and in Japan.

Development of regulatory frameworks & trial projects
With fossil fuels remaining a major source for generating electricity and rising demand for coal, there is a broad international consensus that only by using carbon capture & storage (CCS) technology will we be able to reduce CO2 emissions from the power sector.
This half-day seminar brought together key actors from the EU and Japanese Authorities and from industry to explain the new regulatory frameworks, how a series of demonstration projects could be managed, the expectations of industry and broader international aspects of CCS regulation.

Clusters and R&D Internationalisation
The EU and its Member States see industrial clusters as a means to revitalising local economies based on innovation and R&D. Industrial clusters are networks of bodies such as companies, research institutes and universities in specific industrial fields sharing both the risks and benefits of innovation, and focusing on developing and commercially exploiting new technologies. Industrial clusters open to partnerships with foreign entities are able to penetrate global markets benefiting both the clusters' members and their international partners.
With increasing competition between businesses, global companies are looking to take maximum advantage of expert R&D and production subcontractors and to exploit specialist technologies developed by SMEs.
This seminar was aimed at people with a strategic role responsible for new business development in R&D, procurement, and sales and marketing activities in EU and Japanese companies. It facilitated the creation of EU-Japan networks in relation to EU industrial clusters.
EU and Japanese companies interested in investing or developing cooperation in R&D in specific sectors met regional and national bodies supporting investment and competitiveness.

EU Renewable Energy Policy (Seminar)
The development of renewable energy - particularly energy from wind, water, solar power and biomass - is a central goal of the European Commission's energy policy. Renewable energy is receiving increasing attention in light of soaring demand for energy across the globe, which is currently driving the economic and environmental costs of traditional fossil fuels to unsustainable levels. The European Commission's White Paper for a Community Strategy entitled “Energy for the Future” sets out a strategy to double the share of renewable energies in gross domestic energy consumption in the European Union by 2010 (from the present 6% to 12%). The seminar presented policy developments and applications of renewable energy in the EU which are expected to be economically competitive with conventional energy sources in the medium to long term. The “Renewable Energy 2008 Tokyo Fair” brought together investors, industrialists, and policymakers who are involved in promoting and developing renewable energies and other clean energies. The fair was managed by the Japan council for renewable energy.
