Overview: When the international community gathered in Copenhagen for the so-called COP15 meeting, it proved too difficult to reach an ambitions and legally binding agreement. The parties agreed to “take note” of what became the Copenhagen Accord, an agreement that contains a number of positive elements but fell short of the high expectations.

So what is next? What will COP16, to be held in Mexico, bring that COP15 did not? What can be done to create new dynamics in the negotiations? Can mid-term and long-term emission targets be anchored into an agreement?

For this seminar we invited the EU’s lead negotiator, Mr. Artur Runge-Metzger, as the keynote speaker to present the EU's view on Copenhagen and what can be expected in the next few months. His presentation was followed by speakers from the Ministry of Economy, Trade and Industry and the Ministry of the Environment to outline the Japanese views on the next steps for the international climate change negotiations.
