The partnership between the EU and Japan is entering a new phase. After the important start taken in 1991 by both partners to intensify cooperation and in 2001 through the Action Plan for an even more vigorous cooperation, the challenge both regions face in the third decade of cooperation is intense. An important step towards forging a new stage in the important diplomatic ties between Japan and the EU was taken at the 19th Japan-EU summit (April 28, 2010) where it was reaffirmed that “Japan and the EU are united by a shared commitment to fundamental values and principles, in particular, democracy, the rule of law and human rights.†This conference addressed those important issues which have been defined to become driving forces of the Japan-EU partnership and provide a forum for policy makers and academics alike to develop new avenues for cooperation.

The conference addressed amongst other, security related topics the ‘soft power’ promoted by Japan and the EU. The important Agreement between Japan and the EU on Mutual Legal Assistance in Criminal Matters; Migration; Legal Capacity Building; Climate change and environment but also developing Millennium Development Goals (MDGs) to support fragile states and promoting peace and security was addressed at the EU-Japan Conference, with an eye on reinvigorating collective action to accelerate progress on those issues.

In this international conference academic experts and policy makers both from the EU and from Japan discussed content and process so that new insights into policy making in the EU and Japan can be gained. Equally important is the commitment of the EU and Japan in regional cooperation and the explicit support by the EU concerning East Asian regional integration and building, in the long run, an East Asian community based on the principle of openness, transparency and inclusiveness and functional cooperation. The diplomatic importance of the EU-Japan relationship can hardly be overestimated for the above mentioned reasons.

The EJC is the only forum where the academic experts from Japan and the EU enter into a functional and efficient debate. Brussels as a venue was an appropriate choice as it is located at the center of the EU’s policy making institutions.
