On June 12, Tokyo Organising Committee of the Olympic and Paralympic Games (TOCOG) announced the winning bidders for the tender concerning "Preliminary design of Temporary Overlays Ⅰ Olympic Stadium and 3 other venues." The contract was won by one of the major architectural design companies with a long record of winning government contracts Azusa Sekkei. It is unknown which other companies joined the competition.
