Government, or public, procurement offers another route into the Japanese market. Japanese public procurement – the supply of goods and services to government organisations – is worth an estimated €550 billion a year, yet it remains a largely untapped market for European companies, particularly SMEs. The Japanese government offers various types of tendering opportunities that may be of interest to European businesses, although access to the public market has traditionally proved difficult for overseas suppliers.
The Japan Tax & Public Procurement (JTPP) Helpdesk provides a range of services to help European companies overcome the hurdles to entering this market.
SERVICES OFFERED BY THE JTPP HELPDESK
The JTPP Helpdesk offers the following free services:
- An Information Inquiry Service, with a first reply within five business days
- An Ask-the-Expert service, providing first-line advice on more complex enquiries and, where necessary, putting you in touch with relevant experts
- Supplier Qualification Application Support Service
- Practical guides and checklists
- An information clearing house on public procurement
- Webinars delivered by experts in the field
- Tender call monitoring services (limited)
- A LinkedIn news service

- Of the close to 66.000 companies holding national supplier qualifications, only a few hundred were foreign-HQed companies
- EU-headquartered firms active in public procurement are concentrated in sectors requiring innovative, state-of-the-art technology, such as medical and scientific equipment
- At many organisations, more than a third of competitive tenders attract only a one bidder, leading to vendor-lockings and higher prices
OBJECTIVE
Through these services, the JTPP Helpdesk supports European SMEs seeking to enter Japan’s public procurement market. Doing so is not without its challenges: procedures tend to be complex and time-consuming, and language barriers and limited information often compound the difficulty. The JTPP Helpdesk aims to ease these challenges by providing practical information and support at every stage of the procurement process.
