"SWOT Analysis of Japan - Mapping Japan’s strengths, weaknesses, opportunities and threats for Dual-use research, trade and industrial cooperation between the EU and Japan"

This report examines the evolving landscape of dual-use technology trade and investment between the European Union (EU) and Japan, analyzing the challenges and opportunities that shape this important area of industrial cooperation. We provide a comprehensive assessment of the legal, regulatory, economic, and geopolitical factors affecting Japan with regard to dual-use trade and investment. The report aims to identify key areas where EU-Japan collaboration can be strengthened while also addressing structural barriers and external risks that could impede further cooperation.

Japan is a key actor in global dual-use trade, ranking fourth in exports and seventh in imports of strategic goods. Japan’s robust export control system, well-developed high-tech sector, and strong industrial base make it an attractive partner for EU firms looking to expand into Asia’s advanced technology markets. These strengths are juxtaposed against significant regulatory complexities, demographic challenges, geopolitical complexities, and supply chain vulnerabilities, which may pose risks for cooperation. This report evaluates these factors to provide actionable insights for EU policymakers, firms, and investors.
