In Japanese procurement, Prior Information Notices (PIN) are called "Notices of request for submission of materials" and are one of the steps before an actual tender. A government entity is requesting information from the market necessary to draft specifications for a tender. Japanese government entities publish relatively few PINs to an international market, they are often issued for lease contracts.
