Minerva Policy Webinar 03: Potential of EU-Japan cooperation in the area of Green Steel

01-10-2026 | 10:30 - 11:30 CET
  • What are the current market trends in Japan’s steel industry’s transition to Green Steel production, such as GX Steel products, hydrogen-based ironmaking, EAF expansion, scrap upgrading, and demand-side market creation?
  • How is the Japanese government promoting green steel and decarbonisation in the steel sector, and what is the policy and regulatory framework for green steel in Japan, including GX policy, support schemes, procurement measures, standards, and certification approaches?
  • What opportunities does the Green Steel sector offer for EU companies?
  • How can the EU and Japan cooperate, such as aligning their green steel definitions, standards, and certification methods to support trade and trust?

Steel is a core foundation of industrial economies in both the EU and Japan. It is indispensable for automotive manufacturing, construction, engineering, infrastructure and defence. Conventional steelmaking is one of the most carbon-intensive industrial activities worldwide. The sector is responsible for approximately 7-9 % of global greenhouse gas emissions. In the EU, steel accounts for around 5 % of total GHG emissions and more than a quarter of industrial emissions. In Japan, steel produces about 38 % of industrial CO2 emissions and around 13 % of total energy-related emissions. Both the EU and Japan have committed to climate neutrality by 2050. In the EU, this is anchored in the European Green Deal and operationalised through the Fit for 55 package, the EU Emissions Trading System (ETS) and the Carbon Border Adjustment Mechanism (CBAM). In Japan, it is framed by the Green Transformation (GX) policy, the Basic Hydrogen Strategy, and a series of sectoral and cross-cutting measures. Given steel’s central economic role and its very high emissions, Green Steel has become a strategic test case for industrial decarbonisation in both regions. The webinar’s objective is to provide a structured insight into efforts of  Japan’s government and industry in the “Green Steel” sector in comparison to the EU and to show business and cooperation opportunities.

The webinar is targeted to European SMEs seeking to explore market opportunities, policy developments, and partnership prospects in Japan’s steel industry.
