Japan is developing carbon capture, utilization and storage (CCUS) as an important element of its pathway to carbon neutrality by 2050. The country aims to establish large-scale commercial CCS projects by 2030 and to store between 120 and 240 million tonnes of CO₂ annually by 2050. Demand is expected particularly from hard-to-abate industries such as steel, cement, chemicals, refining and thermal power generation.

The CCS Business Act provides the legal framework for the safe storage, transport and monitoring of CO₂. Government bodies including METI, JOGMEC, NEDO and the Ministry of the Environment support the development of capture technologies, transport infrastructure, offshore storage, carbon recycling and large-scale demonstration projects. Because domestic storage can be limited and costly, Japan is also developing cross-border value chains and liquefied-CO₂ shipping solutions.

The emerging market offers opportunities for European companies in advanced capture technologies, engineering services, CO₂ transport and storage infrastructure, monitoring solutions, regulatory expertise and technology licensing. Foreign companies entering Japan’s CCUS market can establish operations through various structures—including sales agents, representative offices, branches, or full incorporation.  Successful market entry requires long-term commitment, compliance with Japanese standards, strong local partnerships, high product quality and reliable after-sales support.
